COURSE RULES 

1. USGA Rules of Golf apply except the following local rules:
   • Embedded Ball Rule-Anywhere "through the green" a ball which is embedded in its own pitch-mark in the ground, except in loose sand, may be lifted without penalty, cleaned and dropped as near as possible to the spot where it lay but not nearer the hole (See rule 20-1). The ball when dropped must first strike a part of the course through the green. ("Through the green" is the whole area of the course except: a. The teeing ground and putting green of the hole being played; b. All hazards on the course.) Exception: A player may not obtain relief under this rule if it is clearly unreasonable for him/her to play a stroke because of interference by anything other than the condition covered by this Rule.
   • If a ball strikes the power line during the play of holes 2, 13 or 17, the player must disregard that stroke, abandon the ball and play another ball as nearly as possible at the spot from which the original ball was played in accordance with Rule 20-5.
   • Between the play of two holes, a player shall not play any practice stroke on or near the putting green of the hole last played. (For other practice, see Rule 7 and 33-2c.)The only area designated for practice shots is located between #10 tee and the cart shed, players may only practice iron shots to the practice green. Penalty for breach of Rule: DISQUALIFICATION.
   • All worn sides or areas tying into artificially surfaced roads or paths are declared to have the same status as the roads or paths, i.e. they are obstructions, not ground under repair. Relief, without penalty, is provided under Rule 24-2b.
   • Stones in bunkers are movable obstructions (Rule 24-1 applies).
   • All tie walls (wood or stone) are an integral part of the course and accordingly, not an obstruction.
   • Protection of young trees. If lie of ball, stance and/or area of intended swing is interfered with by a stake attached to a tree, the stake and/or staking material is treated as an Immovable Obstruction. Exception: A player may not obtain relief under this Rule if (a) it is clearly unreasonable for him to play a stroke because of interference by anything other than such tree, or (b) interference by such tree would occur only through use of an unnecessarily abnormal stance, swing or direction of play.
2. Out-of-bounds on #1, #2, #3, #4, #5, #10, #11, #15, #16 and #17 are defined by inside edge of white stakes and/or property fence posts at ground level. On holes #1, #2, #3, #4, #5, #11, #15, and #16-if a ball comes to rest so close to the out-of-bounds fence that a player may not hit the ball or would have a problem with fence during his/her swing, said player may play ball as it lies or exercise one of two options under Rule 28-Ball Unplayable:Declare ball unplayable and drop two club lengths from spot of ball NO nearer to the hole - 1 STROKE PENALTY.
   • Declare ball unplayable and go back to previous spot of ball and re-hit shot - 1 STROKE PENALTY.
   • Lateral hazards on #2, #3, #4, #5, #6, #8, #9, #11, #12, #13, #14 and #16 are marked with red paint. USGA rules apply-ball may not be moved and club may not be grounded.
   • Water hazards on #12, lake; #13, ditch in from of tee; #14, ditch in front of tee; #16, ditch in front of green; and #17, ditch in front of tee; are marked by yellow paint. USGA rules apply.
   • Any ground under repair (GUR) will be marked by white paint on grass. In all instances, you may play ball or drop ball without penalty within one club-length of the nearest point of total relief not nearer the hole.
   • In the event there is a need for clarification of a rule, a second ball may be played in accord with Rule 3.3 (USGA). Refer to USGA Rule Book for Proper procedure. The player must declare which score will be used prior to playing balls, in the case of both options are allowed. The score for both balls shall be kept until the tournament committee has an opportunity to provide clarification.
   • A maximum of 5 minutes will be allowed to search for lost balls.

PLAYING RULES:

Men will play from the White tees, except for men 70 and over will play the Red tees on holes #6, 9, 11, 13 and 16. Women will play from the Red Tees.

1. The golf tournament will be an 18-hole stroke play event.
2. In addition to medal play, each of the age divisions will include a HANDICAP TOURNAMENT for those who have a USGA Handicap. Golfers must declare in advance whether they will be competing in the SCRATCH OR HANDICAP event. Golfers entering the handicap competition must present a current USGA Handicap card verifying their handicap when they check-in at the golf course the day of the event. Those participants who do not have an established handicap will compete in their age division medal play (scratch) only. Only medal play (scratch) scores will be used in determining qualifiers for nationals (even numbered year tournaments are qualifying events for nationals).
3. Medals will be awarded to the first, second, and third place winners in both the scratch and handicap events for both men and women.
4. In order to expedite play, all players must use a golf cart.
5. Shotgun start - starting holes will be assigned by golf tournament officials. (Note: In case there are not enough entries to justify closing the course, tee times will be assigned and competitors will be notified in advance of their tee times). Rule 6-3a provides: "The player shall start at the time laid down by the Committee." The penalty for breach of Rule 6-3a is disqualification. However, it is a condition of the competition that, if the player arrives at his starting point, ready to play, within five minutes after his starting time, in the absence of circumstances which warrant waiving the penalty of disqualification as provided in Rule 33-7, the penalty for failure to start on time is two strokes at the first hole instead of disqualification.
6. Players will be randomly placed in groups of three or four. Requests for special pairings will not be honored.
7. Slow play will not be tolerated. Slow players will be asked to allow faster players to play through. Pace of Play Procedure: Every player is responsible for playing his/her stroke within forty seconds, when it is clearly his/her turn to play. The first to play has an additional ten (10) seconds for preparation around the tee. Each player will be notified of any violation of Pace of Play that he/she may have. An accumulation of three (3) violations is a two (2)-stroke penalty. A player will receive another two (2)-stroke penalty for three more violations. One offense after receiving four penalty strokes is disqualification.
8. In case of a tie, a scorecard playoff will be conducted. It will be sudden death starting with hole number 1.
9. Discontinuance of Play: Rule 6-8b details the procedure for discontinuance of play. The penalty for breach of Rule 6-8b is disqualification. However, it is a condition of the competition that, in potentially dangerous weather situation, play shall be discontinued immediately following a suspension of play by the Committee. If a player fails to discontinue play immediately, he shall be disqualified unless circumstances warrant waiving such penalty as provided in Rule 33-7. A prolonged note of the siren will signal an immediate suspension of play. (Discontinue Play Immediately-One prolonged note of siren; Discontinue Play-Three consecutive notes of siren; Resume Play-Two short notes of siren, repeated).

NSGA QUALIFYING REQUIREMENTS FOR THE 2021 NATIONAL SENIOR GAMES

1. The 2022 Missouri State Senior Games will be the only Missouri Qualifying site for the 2023 National Senior Games to be held in Pittsburgh, PA.
2. All first place winners or athletes meeting this sport’s NSGA minimum performance standards in competition at a 2022 National Senior Games. Qualifiers will be determined by 18-hole (not two rounds of a 9 hole course) gross score played on a course with a minimum par of 70 and a United States Golf Association (USGA) slope rating between 119 and 126 for men and between 113 and 120 for women. Handicap scores are not acceptable for qualifying. Nine-hole gross scores are permitted only for those 90 and older. In competitions with more than an 18-hole competition, any single 18-hole score meeting the golf minimum performance standard will qualify a competitor for the NSGA tournament. For open state qualifiers, Rule H applies.
3. Any NSGA Member Organization using a golf course that does not meet the NSGA slope ratings is required to complete and submit a waiver. The MPS may be adjusted.
